The meaning of a word is in the order of its characters.
For example, "ephsraperipwnp" has no meaning, but "whippersnapper" does.
The meaning of a word is not in its characters. It is true that in order to order characters you need characters. But it is the order of the characters that adds meaning to a word. One can imagine a completely different set of characters for a language, and many exist. But to imagine a language where the order of its basic elements plays no semantic role is practically impossible.
Now, for the first time in history, all possible juxtapositions of any two characters of the basic Latin alphabet (plus the space character) have been collected in a comprehensive overview: the fundamentals of language.
From these building blocks, all meaning follows.
